India started the process of digitally enumerating its population on Wednesday when eCensus 2027 was launched by the Government of India. This is a key milestone in the completion of the census enumeration process. The eCensus enumeration process began with several officials, including Prime Minister Narendra Modi and President Droupadi Murmu, participating in this self-enumeration process.
The launch event was held in New Delhi and was well attended by senior officials, including Vice President C.P. Radhakrishnan, demonstrating the Government of India’s commitment to citizen engagement.
The introduction of eCensus indicates a major shift in how demographic data is collected and services are delivered, as citizens will now have the ability to provide their demographics online in advance of the traditional method, which involves collecting census data through door-to-door enumeration.
A Digital First for India’s Census
Census 2027 is a game-changer for India’s history of administration.
Unlike previous census exercises, there will be a self-enumeration via digital-based platforms now for the Indian citizens who can log onto the census site via the internet or on their mobile device and enter their own data.
The process typically takes about 15 minutes to 20 minutes to complete.
Furthermore, the government has implemented a system to accommodate the languages of all 16 major languages of India in order to allow people from all areas of India to easily and efficiently participate in the census.
As of Wednesday evening, the National Capital has had approximately 1000 citizens log onto the system. Officials state that approximately 500 individuals have completed the self-enumeration process.
Officials Assist Top Constitutional Leaders
Delhi’s senior government officials went to the homes of constitutional authorities to assist them in completing their census process. Included in the visits were the homes of the president, the prime minister and the vice presidents. Officials said that while these visits were primarily ceremonial, they were also significant, as they demonstrated that all levels of government—including the highest offices of the Republic—are included in the census, just like any other citizen. The government hopes that this visible involvement will encourage countless Indians to complete the online census form prior to an enumerator visiting their homes.
PM Modi Appeals for Public Participation
Prime Minister Narendra Modi called on citizens all over India to be involved in the census after he finished providing his entry into the census. He stated it is an important task of national importance, with data being essential to good governance. Referring to the accuracy of population data used for the census, he stated that it is a basis for planning for the government’s delivery of services such as infrastructure, welfare, and public services, as well as developing defensive and policy decisions in different areas such as education, housing, and health.
The government is confident that using this digitisation will increase the speed and accuracy of the self-enumeration process for all citizens.
The First Census Since 2011
The upcoming census has significant importance.
India’s most comprehensive census to date was in 2011. As such, Census 2027 will be considered as both India’s 16th national census and the 8th since gaining independence.
In Delhi, phase 1 of the project (Household Identification and Housing Survey) is currently being undertaken, with a focus on collecting data regarding households, housing conditions and access to services.
The relevant authorities have indicated they are ready to start phase 1 and have prepared teams to carry out the required field surveys.

Timeline for the Census Exercise
Several phases will be used to conduct the census throughout Delhi in various locations.
During the period of self-enumeration in the areas of the New Delhi Municipal Council and Cantonment, from April 1 to April 15 will be when people will complete their own census by entering their information online.
After that, there will be a housing unit survey done by enumerators going door to door from April 16 to May 15.
For the Municipal Corporation of Delhi areas, there will be self-enumeration online from May 1 to May 15. The enumerators will then conduct the field surveys from May 16 to June 15.
To assist with this large citywide exercise, officials have arranged Delhi into various administrative ‘charges’. Each area will have a designated officer to oversee the survey.
How Citizens Can Complete the Process
Residents can complete their census through the website or through the CMMS mobile app. Logging into either service will require the resident to submit their household with a capital H and submit it prior to census personnel visiting the households on the ground. The ability to complete the census digitally allows citizens to enter their information at their convenience, reducing the amount of work for personnel conducting visits to capture households in the field. Thus far, the census operations have run smoothly, and no major technical complaints have been noted since the census began on the first day.
A New Chapter in India’s Data Collection
Most of the time, census activities occur behind the scenes, but they have a significant impact on policy-making and government administration.
The next census, the 2027 Census, will begin a more 21st-century census process when the federal government uses digital self-reporting and survey methods to create a more efficient and accurate national database.
